01.07.2014 - Estonia: Tax authority to start mass checks of employees
In July and August, Estonian tax authority will start mass checks whether companies meet the new obligation to register each new staff member before they start a job.
Starting from 1 July, employers are required to register their new employees in an electronic employee registry before the latter can start work.

The tax board will employ about 80 inspectors who will be visiting companies and asking to see registration of all employees, especially new ones.

According to the authorities, in the first week no fines will be issued for possible violations, but the situation will change in the second week.

The measure is aimed at combating employee tax evasion, under-the-table employment and payment of so-called envelope wages.

Finland recently implemented a similar scheme.
